The American President who, in January 1918, enunciated his ‘Fourteen Points’ for a just end to the war (which the United States had joined in 1917) against the Central Powers. Wilson included references to the need for peaceful change on the basis of self-determination (only, however, in Europe); but most notably he called for what was soon to be termed open diplomacy, and for ‘a general association of nations’ to guarantee the ‘political independence and territorial integrity [of] great and small states alike’. This last soon found expression in the League of Nations and its scheme for collective security - but the United States did not become a member, chiefly because of the hostility of its Senate to the whole idea. |
